Jay is a graduate of Queens College of the City University of New York and NYU Law School, where he took an LLB (JD) in 1965 and an LLM in Taxation in 1971. He came to Hawai‘i in 1965 as a Coast Guard lawyer, then practiced business law here from 1971 until he retired in 2012.

Jay founded ThinkTech Hawai‘i in 2000 and produced a weekly ThinkTech radio show on HPR until 2008. He also wrote regularly for the Honolulu Advertiser and Star-Advertiser from 2008 to 2016.

As CEO of ThinkTech, he currently produces some 35 streaming video talk shows a week and a feature show on OC16.  He is a believer in citizen journalism and an ardent advocate for technology, energy, economic diversification and global awareness in Hawaii.
